According to the place value stem,

Ones      Tenths      Hundredths     Thousandths

 0              0                   5                                           – 0.05

In 0.05 5 is in hundredths place and in 0.005 5 is in thousandths place.

So, 5 in 0.05 is 10 times greater than 5 in 0.005.

As 0.05=5times frac{1}{100}

0.005=5times frac{1}{1000}
